I second all of those - and would add that Herself writes angst really well, and often, so you should be able to find a lot of hers that suit you. Ditto for Anaross. Hers often have happy endings, but there is a lot of angst on the way there. Other than that, I can't think of any other authors that do angst specifically. Unbridled Brunettes wip Forward to Times Past is very angsty - but not completed yet.
Oh, I have one - Time Around me Whispers by Always_jbj Short and sad.

I'll have to look through my list of things that I've read, but DreamsofSpike's "Because He Needs Me" is particularly angsty and particularly good. Very gripping, and you'll have the added bonus of not having to wait for the next update, which, while DoS updates quickly, drove me crazy when I read it during posting 'cause it's just that good 
Tempesta Di Amore by HollyDB is an AU, but not one of those overdone types. I enjoy original AU. Anywho, William was married to Dru, but she died and he later meets Buffy and marries her. There's all the angst because she believes him to still be in love with Dru. It takes place maybe last century, I'm not quite sure since I've never read the book it's based on.
